U.S. contact number and English user manual of items

I’m a new customer of Tom top and would like to know if you have a toll free or 1-800 number here in the U.S. looks like 86-0755 is a different number not a U.S. I’m worried to call this number that there might be a roaming charges ? Does your includes Clear and understandable English instructions like what I ordered?
